Uncertainty and fear of law-breaking can be barriers to the access, use, creation and sharing of knowledge. Yet this is a risk if copyright laws fail to accommodate new tools, techniques and ways of working.
While recent reforms have provided emergency solutions in specific areas, citizen-creators, educators, researchers and learners can still encounter uncertainty about whether laws respond effectively to changing needs and expectations. Some countries have adopted a principles-based approach to copyright that aims to offer a more agile solution, to enable activities such as machine learning and mass analysis of data, as well as distance access. Making progress towards this is at the heart of the Knowledge Rights 21 Programme.
During this session you’ll hear short presentations on the current state of European copyright law, testimonials from colleagues operating under flexible principles-based regimes and you will be encouraged to share your experiences, arguments and ideas.
